Role Summary:
The Chief Finance Officer plays a crucial role in providing strategic financial leadership for DBG. This executive position is integral to shaping financial strategy, ensuring financial sustainability, and supporting the Bank's development mandate. The position is responsible for overseeing all financial operations, maintaining financial integrity, optimizing resource allocation, and providing critical financial insights to guide strategic decision-making across the organization. The CFO will ensure that DBG’s business decisions are grounded in sound financial criteria and provide insight and analysis to support the CEO. The CFO will focus on protecting the financial health of DBG.
Prioritized responsibilities of the CFO include the following:
Strategic Financial Leadership
• Develop and implement financial strategies aligned with DBG's development mandate and long-term sustainability goals
• Provide strategic financial advice to the CEO, Board and senior management
• Lead the formulation and execution of the bank's financial policies, procedures and systems
• Ensure optimal capital allocation to support the bank's development objectives
• Translate strategic objectives into financial plans and targets
Financial Planning and Analysis
• Oversee the financial planning process, including budgeting, forecasting and long-range planning
• Direct financial analysis to support strategic decision-making and evaluation of development impact
• Lead scenario planning to anticipate and prepare for various economic conditions
• Develop comprehensive financial performance metrics and reporting frameworks
• Ensure financial analyses provide insights into both financial returns and development outcomes
Financial Control and Reporting
• Ensure timely, accurate and comprehensive financial reporting for internal and external stakeholders
• Maintain robust internal financial controls and compliance with accounting standards
• Oversee the preparation of statutory and regulatory financial reports
• Safeguard the bank's assets through appropriate financial governance
• Ensure financial transparency and accountability across all operations
Financial Risk Management
• Collaborate with Risk Management to identify, assess and mitigate financial risks
• Develop and oversee implementation of financial risk policies
• Ensure appropriate financial risk monitoring and reporting
• Support the integration of risk management into financial decision-making
• Contribute to the bank's overall risk governance framework
Education, Professional Qualifications and Experience Required.
• Minimum of 15 years’ experience in a similar role in Development Finance or Financial Services sector, with at least 8 years’ experience in an Executive Management role.
• A degree in Accounting, Economics, and Business Administration, Financial Management or equivalent from a recognized and reputable institution.
• Relevant professional certifications & full membership of local, regional, or international professional associations is required (e.g., ICAG, ACCA, CFA, etc.)
• Additional qualification in Development Finance advantageous
Job Requirements:
• Proven and relevant prior experience as a CFO. • Evidence of strong industry/sector participation.
• Experience managing financial risk in an executive capacity.
• Significant and recent experience in Development Finance/Development Institution or Banking sector [or a good understanding and knowledge of the development banking ecosystem].
• Substantial international finance treasury and equity/capital markets experience combined with detailed knowledge of fixed income, liability, and liquidity management.
