RESPONSIBILITIES

  • Under the guidance of the ILGS, and in collaboration with the National Project Coordinators and Consultant Engineers from each country finalize the documents required for preparing and issuing the Letter of Agreement for the construction service initiatives. 
  • In collaboration with the Project Officer, ensure the completion and submission of the Construction Validation Plans for construction initiatives involving structural works and non-structural works to GAC for approval.
  • Review and recommend the advance requests for construction service initiatives.
  • Ensure participatory monitoring of progress against the initiative plan and schedule with relevant LG working group or service advisory committee members and partner Canadian municipalities to ensure completion by end of fiscal year 5.
  • Monitor the spending of the construction initiatives to ensure completion by end of fiscal year 5.
  • Identify and support capacity development activities related to the implementation of the construction service initiatives which may include the provision of targeted training.
  • Identify and develop resources, guides, checklists or other tools that may be required to facilitate the implementation of the construction service initiatives
  • Identify, coordinate and support learning events for LG and LGA partners and other stakeholders related to the construction initiatives.
  • Maintain files and records with up-to-date information on construction initiative implementation including indicator data required for monitoring project results. 


Knowledge, Experience and Skills

  • Legally entitled to work in Ghana
  • Minimum of 5 years of project management experience working with diverse stakeholders (e.g. government, not-for-profits, private sector, etc.), build local capacity and measure impacts. 
  • University degree in a discipline related to implementing construction projects to benefit the public , community development, public administration, etc.
  • Knowledge and experience in the area of gender equality and inclusion, local governance, results-based management and capacity building considered assets.
  • Excellent communication and presentation skills (written and oral). 
  • Includes the ability to coordinate and work with multi-disciplinary and multi-cultural teams, lead meetings and make presentations.
  • Excellent interpersonal, ‘customer-service’ approach and influencing skills with the ability to establish support and credibility at all levels within the team and with our partners.Ability to spearhead and work independently on projects using excellent judgement.Excellent organizational skills with strong ability to multi-task. Proven experience supervising construction projects for community benefit at the local level including monitoring construction budgets and spending.
  • Capacity to work in a changing environment and willingness to take on new or evolving responsibilities.


Language Requirements
The ability to work in both English and French is an asset.
