JOB PURPOSE
To lead the full HR function at site — workforce planning, industrial relations, reward, compliance and capability — so the mine has the right people, in the right roles, working safely and productively, within a stable industrial climate and in full compliance with Ghanaian mining, labour and local content law.

KEY RESPONSIBILITIES

Industrial & Employee Relations

  • Serve as principal management representative in dealings with the Ghana Mine Workers' Union (GMWU) and any recognised local branch.
  • Lead or support Collective Bargaining Agreement negotiation, interpretation, implementation and renewal.
  • Chair and administer the Standing Negotiating Committee and joint consultative structures.
  • Manage grievances, disciplinary hearings and appeals to a defensible standard; ensure due process on every dismissal.
  • Represent the company before the National Labour Commission, Labour Department and at conciliation or arbitration.
  • Monitor the industrial temperature at site and escalate early; prevent disputes escalating to work stoppage.
  • Maintain constructive relationships with union leadership without conceding management prerogative.

Workforce Planning & Resourcing

  • Develop and maintain the site manpower plan aligned to the mine plan, life-of-mine schedule and production targets.
  • Manage recruitment for staff, casual and contractor-supplied labour, including artisan, operator and technical trades.
  • Oversee expatriate resourcing: Ghana Immigration Service work and residence permits, quota management under Act 703, and Minerals Commission approvals.
  • Drive localisation and succession plans to meet Act 703 and L.I. 2173 expatriate quota reduction commitments.
  • Manage the contractor labour interface — ensure contractors meet statutory obligations and do not create de facto employment exposure.
  • Oversee demobilisation, redundancy and retrenchment processes in line with Section 65 of Act 651, including union and Chief Labour Officer notification.

QUALIFICATIONS & EXPERIENCE

  • Bachelor's degree in Human Resource Management, Social Sciences, Law, Industrial Relations or related discipline.
  • Minimum 8 years' HR experience, of which at least 4 years in a mining, oil and gas, construction or heavy industrial environment.
  • At least 3 years at managerial level with direct reports.
  • Demonstrable hands-on collective bargaining and industrial relations experience.
  • Strong knowledge of Ghana's labour laws and mining sector regulations (Act 703, L.I. 2173, Act 651, etc.).
  • Proven experience in payroll, benefits, workforce planning, and training.
  • Excellent stakeholder management, negotiation and communication skills.

TOTAL REWARDS & PAYROLL

  • Own site payroll delivery: accuracy, timeliness, and correct treatment of shift, roster, underground, acting and overtime allowances.
  • Ensure statutory compliance on PAYE, SSNIT Tier 1 and Tier 2, and Tier 3 provident fund administration.
  • Manage benefits: medical scheme, life and personal accident cover, camp and messing provision, transport, education support and long-service awards.
  • Participate in mining sector salary surveys and benchmark against peer operations; recommend annual review positions.
  • Model the cost of CBA proposals and advise management on affordability before commitments are made.
  • Administer the annual performance and bonus cycle.

HSE, WELLBEING & COMPLIANCE

  • Partner with the HSE function on fitness-for-work, pre-employment and periodic medicals, and drug and alcohol policy administration.
  • Support Minerals Commission and Inspectorate Division reporting obligations relating to workforce, training and localisation.
  • Ensure employment practice complies with Act 651, PNDCL 187, L.I. 1833 and Act 843.
  • Administer injury, incapacity and workmen's compensation cases alongside HSE and legal.
  • Support employee wellbeing, camp welfare and grievance channels for site-resident staff.

LEARNING, DEVELOPMENT & CAPABILITY

  • Own the site training plan and its Minerals Commission localisation reporting.
  • Manage apprenticeship, graduate trainee and operator training schemes.
  • Coordinate statutory and competency-based certification for plant operators, artisans and supervisors.
  • Build supervisor and frontline leadership capability.

COMMUNITY & LOCAL CONTENT

  • Support local recruitment commitments to host and catchment communities.
  • Work with Community Affairs on employment-related aspects of the Social Responsibility Agreement and community grievance mechanism.
  • Advise on the employment dimension of resettlement, land access and community agitation issues.

LEADERSHIP & REPORTING

  • Lead, coach and appraise the site HR team.
  • Provide monthly HR reporting: headcount, cost, attrition, absenteeism, IR status, localisation and training metrics.
  • Advise the site leadership team as a credible business partner.
