About the Role

As a Senior Program Manager, you will combine hands-on program delivery with people management, playing a key role in ensuring high-quality implementation across our programs, both by leading programs directly and by coaching others to do the same. This role is ideal for someone who loves both hands-on program work and developing others, and who is excited by the chance to strengthen LEEP’s program quality and consistency from an “on the ground” perspective, as well as a higher-level strategic one.  You will serve as an escalation point for PMs you manage, helping them navigate complex decisions, refine their strategies, and troubleshoot challenges with governments and manufacturers. You will also  collaborate closely with your Senior Manager to ensure that programs that fall within your scope of responsibility (either directly or through your PMs) are aligned with LEEP’s strategic goals. As part of a growing organisation, you’ll contribute to improving our systems and playbook, sharing insights, refining processes, and supporting cross-team projects when needed.

Success in this role requires strong management instincts, sharp strategic judgment, comfort operating with imperfect information in fast-moving contexts, and the agency to make decisions and advance programs effectively. With meaningful ownership over both program results and people development, you will directly shape LEEP’s impact and help us advance our mission to eliminate lead poisoning globally.

Responsibilities

People Management 

  • Manage Program Managers, providing day-to-day coaching and feedback, while empowering them to meet or exceed their goals
  • Accountable for the results and performance of your PMs, you will foster a high-performance and trusting culture through clear expectations, regular and open feedback and a shared sense of purpose
  • Review PMs’ program plans and provide targeted feedback
  • Contribute to performance development, coaching, and fostering a high-trust, high-accountability culture

Strategic Program Guidance

  • Act as a trusted advisor to your PMs, troubleshooting roadblocks and guiding complex decisions or adjustments as needed
  • Serve as the escalation point for PMs’ key stakeholders, including government officials, and step in directly where the relationship or decision requires it
  • Provide strategic oversight and feedback on PMs’ plans and implementation
  • Ensure effective budget management for your own program(s) and support your PMs in managing budgets as needed

Direct Program Management 

  • Working with government partners to introduce and implement lead regulations
  • Build the case for action with government and industry, including preparing advocacy materials, educational resources, paint study results, and presenting at stakeholder workshops
  • Engaging with paint manufacturers, presenting the case for lead paint phase-out, and  collaborating with LEEP’s technologist to identify solutions
  • Conducting studies and market analyses to determine the level of lead prevalence

Internal Systems & Program Development

Collaboration & Conferencing Software

  • Contribute to improving LEEP’s internal processes, program guidance, and organisational learnings.
  • Share insights and emerging best practices with the wider team
  •  Collaborate with peers to improve consistency in how programs are designed and delivered

Special Projects & Cross-Team Collaboration 

  • Take on cross-functional or high-priority projects as needed, supporting the organisation during periods of growth or rapid learning.
  • Develop new program content or resources
  • Adapt to what is required at LEEP: responsibilities may shift over time/may not be totally exhaustive

What We’re Looking For

Essential: 

  • Passion for LEEP’s mission and a strong commitment to achieving meaningful, scalable impact
  • A demonstrable track record of line management, including coaching and developing team members to achieve results
  • Excellent strategic planning and judgment
  • Comfort and adeptness with providing tactical guidance and high-level strategic thinking, as well as hands-on support and digging into the details alongside PMs when needed
  • Strong track record of delivering complex programs, projects, or policy work in multi-stakeholder environments (ideally involving governments, policymakers, or industry)
  • Strong interpersonal skills and adeptness at understanding the perspectives of various stakeholders and collaborating towards shared goals
  • Excellent communication skills, written and verbal
  • Experience working in low- and middle-income countries and/or collaborating with governments and policymakers.
  • High agency and comfort with risk and ambiguity, and self-direction in fast-moving contexts
  • Resilient and outcomes-focused
  • A strong ability to prioritise your tasks and recognise how they tie in with LEEP’s wider goals
  • At least 5 years of work experience
  • Prior experience managing teams/people
  • Willing to travel for at least 8 to 12 weeks per year
  • Full professional proficiency in English and Spanish

Desirable 

  • Fluency in Portuguese 
  • Prior experience working with chemical regulations or public health policy
