Job Description
The Chief Finance Officer (CFO) provides strategic financial leadership to Development Bank Ghana (DBG). This role is responsible for shaping financial strategy, ensuring financial sustainability, and supporting the Bank’s development mandate.

The CFO oversees all financial operations, ensures financial integrity, optimizes resource allocation, and delivers critical financial insights to guide executive decision-making. The role also supports the CEO, Board, and senior management by ensuring all business decisions are grounded in sound financial analysis while safeguarding the financial health of the Bank.

Key Responsibilities

1. Strategic Financial Leadership

  • Develop and implement financial strategies aligned with DBG’s mandate and long-term goals
  • Provide financial advisory support to the CEO, Board, and senior management
  • Lead development of financial policies, procedures, and systems
  • Ensure optimal capital allocation
  • Translate strategic objectives into financial plans and targets

2. Financial Planning and Analysis

  • Oversee budgeting, forecasting, and long-term financial planning
  • Conduct financial analysis to support strategic decisions
  • Lead scenario planning for economic uncertainties
  • Develop performance metrics and reporting frameworks
  • Ensure financial insights reflect both financial returns and development impact

3. Financial Control and Reporting

  • Ensure accurate and timely financial reporting
  • Maintain strong internal controls and compliance with standards
  • Oversee statutory and regulatory reporting
  • Safeguard organizational assets
  • Promote transparency and accountability

4. Financial Risk Management

  • Identify and manage financial risks in collaboration with Risk Management
  • Develop and implement financial risk policies
  • Monitor and report financial risks
  • Integrate risk management into financial decisions
  • Support enterprise risk governance

5. Regulatory Compliance & Stakeholder Relations

  • Ensure compliance with financial regulations
  • Maintain relationships with regulators and financial partners
  • Lead engagements with auditors, rating agencies, and institutions
  • Represent DBG in financial matters with government and partners
  • Build investor and funding relationships

6. Team Leadership and Development

  • Lead and develop the finance team
  • Build financial capacity across the organization
  • Ensure adequate staffing and systems
  • Drive continuous improvement in finance processes
  • Mentor finance professionals

7. Governance and Advisory

  • Provide financial insights to the Board and committees
  • Participate in governance and strategic forums
  • Advise on financial implications of initiatives
  • Support development finance policy dialogue
  • Contribute to thought leadership

8. Interdepartmental Collaboration

  • Work with Treasury on financial planning
  • Coordinate with Risk Management on risk oversight
  • Partner with business units on development initiatives
  • Support investment evaluation processes
  • Align financial strategy with organizational strategy

Requirements

Education & Professional Qualifications

  • Degree in Accounting, Economics, Business Administration, Financial Management, or related field
  • Professional certification (e.g., ICAG, ACCA, CFA) required
  • Additional qualification in Development Finance is an advantage

Experience

  • Minimum of 15 years’ experience in finance or development banking
  • At least 8 years in an executive management role
  • Proven experience as a CFO or in a similar role
  • Strong background in financial risk management
  • Experience in development finance or banking sector
  • Knowledge of development banking ecosystem
  • Experience in treasury, capital markets, and liquidity management
  • Experience in fundraising (regional or international)
  • Exposure to international or emerging markets
