JOB OVERVIEW:
Our client, the Infrastructure and Development Bank of Zimbabwe ("the IDBZ/the Bank" is a national Development Finance Institution (DFI) that supports infrastructure and development across all sectors of the economy. The Bank's focus comprises two pillars: the Infrastructure Pillar encompassing the primary sectors: water and sanitation, housing, irrigation development, transport, and energy (WHITE) and the secondary sectors of education, health, information communication technology and tourism infrastructure. The Development Pillar focuses on: infrastructure value chain, green transition, industrialisation, export generation, value addition and beneficiation. The Bank's purpose is to uplift the livelihoods of all Zimbabweans through infrastructure development and financing.
To effectively execute its mandate, the Bank seeks to recruit a candidate for the following position and PROSERVE Consulting Group has been exclusively engaged to assist with the execution of the recruitment assignment.
CHIEF EXECUTIVE OFFICER
This position reports to the IDBZ Board of Directors.
JOB PURPOSE AND RESPONSIBILITIES
1. PURPOSE OF THE JOB
The Job exists to provide strategic and general management; leadership to the organisation in all its functions, espousing of the vision and mission of the institution; ensure attainment of its strategic objectives and fulfilment of the Bank's mandate.
2. PRINCIPAL JOB ACCOUNTABILITIES:
Administering of the IDBZ Mandate:
* Develops strategies aimed at upscaling infrastructure development in the country
* Facilitates participation of private sector and community organizations in project development
* Promotes economic development and growth through infrastructure and other development projects and
* Monitors project implementation and evaluation
Strategy Execution and Management:
* Oversees the development and implementation of the Bank's strategic plan
* Continually assesses the organisation's strategic options to ensure that they meet the evolving requirements of the organisation
* Reports on strategic progress to the Board and other critical stakeholders * Oversees the strategic development research process for the Bank
Policy Implementation and Reporting:
* Reviews the organisation's internal policy environment for adequacy
* Develops and recommends policies to the Board for approval
* Implements the organisation's policies in line with the parameters set by the Board
* Reports on policy matters to the Board and advises on corrective action where necessary
Corporate Governance:
* Reviews all the Corporate Governance and compliance requirements of the Bank
* Monitors all compliance issues and recommends corrective action to the Board
* Develops and implements internal controls to ensure the Bank complies with all corporate governance regulations.
* Acts as the Accounting Officer for the Bank
Resource Mobilisation:
* Identifies and anticipates the Bank's resource needs in line with its strategy and the operating environment Develops resource mobilisation strategies that will ensure the Bank's strategy is funded
* Identifies potential sources of funding and their viability for the Bank
* Identifies potential investors for the Bank and recommends engagement strategies
* Oversees investment negotiations on behalf of the Bank Approves key terms for all resource mobilisation deals and agreements in line with Bank policy
Resource Development, Deployment, Management and Utilisation:
* Ensures adequate internal controls within the Bank Ensures the Bank's assets are safeguarded.
* Appoints and oversees the operations of the various working committees in the organisation
* Ensures that the organisation's budget is adequately funded to deliver the mandate
* Ensures the development of the institutional facilities and capacity in line with the growth of the institution Ensures the timely production and reporting of financial information
* Ensures the Bank operates in a financially sustainable manner
* Ensures that the organisation's capital is preserved Approves all major asset acquisitions and disposals in line with policy
Human Capital and Talent Management:
* Ensures a conducive work environment for Bank staff Oversees the development of the talent management strategy for the Bank
* Ensures the existence of a robust performance management system
* Ensures that the Bank's remuneration system is equitable and competitive
Client and Stakeholder Engagement:
* Identities key strategic partners for the organisation * Represents the organisation at all high-level official events
* Issues statements and press releases on behalf of the Bank
* Manages the IDBZ brand and ensures that it meets the demands of the organisation's Vision, Mission and Values * Acts as a bridge between the Bank and its stakeholders * Lobbies Government, Regulators and other stakeholders with policy proposals that ensure a conducive operating environment for the Bank
* Ensures client queries and requests are attended to timeousy
* Updates Shareholders and critical Government Officials on the Bank's operations
Organisation Wide Leadership and Development:
* Provides leadership to the organisation.
* Provides general management to all the units in the Bank
Interested applicants should possess the following:
* First degree in Business, Banking, finance, Engineering or any related field
* At least a Master's degree or equivalent professional qualification in Business, Banking, Finance or any related field
* Minimum 10 years of experience at Executive level, ideally in a DF1
* Working experience in a Development Finance Institution (DiFI) or financial services organisation is an added advantage.
* Strong financial and business acumen and understanding of business strategy, banking operations, risk management, resource mobilisation and development financing.
* Strong leadership, a team player with a high-level commitment to the national ethos Unwavering commitment to ethical conduct and Integrity.
* Proven track record of success in a Senior Executive Leadership role, ideally in a Development Finance Institution
* Comprehensive networking and negotiation skills.

* Analytical and problem-solving skills.
