Finance Manager-Ghana JET
Background
The Ghana Jobs and Economic Transformation (JET) programme, funded by the FCDO Ghana, is a £12m private sector development programme which seeks to attract private FDI into selected strategic anchor industries in Ghana's manufacturing sector, thereby creating employment opportunities to support the diversification and industrialisation of Ghana's economy. JET aims to leverage anchor investment into key sectors and support policy reform to create over 7,000 jobs and £30 million in investment. The programme is prioritising the strategic sectors of Automotive, Pharmaceuticals, Textiles & Garments, Light Manufacturing, and Agricultural processing.
Purpose
The purpose of the position is to manage all financial aspects of the programme. The Finance Manager will manage client
invoicing, budgeting and compliance requirements, including managing annual external audits. The Finance Manager will
also be responsible for maintaining the financial workplan, planning for and processing supply chain partner invoices, and
ensuring robust cost and compliance control. Month end, quarterly and annual financial reporting to Palladium and the
client will be a key task for the selected candidate.
The Finance Manager will also be responsible for financial management of grantees on JET, ensuring financial reporting and compliance is complete and of a high quality.
The finance Manager will be a client-facing role, ensuring they receive all budget and spend information on a regular basis, as well as contributing to quarterly reporting.
Primary Duties And Responsibilities
Programme Financial Management
• Ensure financial processes and procedures are implemented in accordance with Palladium and FCDO requirements.
• Maintain workplan for the programme, using this as the basis for monthly and quarterly reporting both internally and externally
• Provide financial reports to the client on a quarterly and annual basis
• Complete month end processes and forecasting to Palladium central office in line with policies
• Lead the external financial audit process and ensure retention of project records is compliant with company policy.
Sub-Contractor And Grantee Management
• Support development of project subcontractor/grant management procedures compliant with the company SOPs and Guidelines and client's rules and regulations.
• Check and process service provider, subcontractor, consultant and grantee invoices and maintain bank account oversight
• Monitor and report on the status of partner budgets/invoicing and grants.

Required Skills And Experience
• Experience of working within a finance management role within a complex donor-funded country programme.
• Experience in a client facing role is essential.
• Fluency in English is required.
Preferred Skills And Experience
• Knowledge and experience to manage the financial aspects of grantees in international development programmes
• Experience working with large FCDO/DFID/FCO funded programmes preferred.
• A post-graduate degree or relevant professional experience in such sectors as financial management, accounting, law, business management and international development.
