Location Accra, Ghana (With Nationwide Travel to Project Sites) 

Role Summary

 A leading construction company seeking a dynamic and business-oriented HR and Administration Manager to lead the strategic and operational delivery of the human resources and administrative functions in our growing construction business. The ideal candidate will play a key leadership role in shaping the company’s workforce strategy, supporting operational excellence, and ensuring high standards of compliance, governance, and employee engagement across all project sites and corporate functions. 

Duties and Responsibilities 

1.Human Resource Management 

• Develop and execute the company’s HR strategy in alignment with business goals and construction project timelines. 

• Lead workforce planning, talent acquisition, and recruitment strategies to attract and retain top talent across technical, project, and support roles. 

• Drive a performance management culture that supports accountability, productivity, and continuous improvement. 

• Lead learning and development initiatives tailored to the construction industry, focusing on leadership, safety, and technical excellence. 

• Develop compensation, benefits, and reward strategies that are competitive and compliant with regulatory and industry standards. 

• Ensure effective employee relations, grievance handling, disciplinary processes, and union/stakeholder engagement where applicable. 

• Support leadership with succession planning, organizational design, and change management. 

2.Administrative Oversight 

• Oversee company-wide administrative operations including facilities management, security services, office support, and asset management. 

• Ensure efficient coordination and documentation of company policies, licenses, permits, contracts, and HR records. 

• Supervise administrative support to project sites including staff logistics, travel coordination, and welfare services. 

• Manage service providers and administrative budgets to ensure cost efficiency and service quality. 

3.Compliance & Governance 

• Ensure full compliance with labour laws, health and safety regulations, and company policies. 

• Prepare HR and administrative reports for executive management and board-level decision making. 

• Lead audits, HR risk assessments, and implement corrective action plans.

 Qualifications, Skills and Related Experience Qualification 

• Bachelor’s degree in Human Resource Management, Business Administration, or related field (Master’s degree preferred). 

• HR Professional Certification (CIPD, SHRM, IHRMP, etc.) is required. .

 Work Experience 

• Minimum of 10 years progressive HR and Administration experience, with at least 5 years in a senior/executive role in a large construction or engineering firm. 

• Strong knowledge of Ghanaian labour laws and HR best practices in the construction sector. 

• Proven experience managing HR operations across multiple project sites or locations.

• Excellent interpersonal and stakeholder management skills. 

• High emotional intelligence and conflict resolution skills.

• Strong analytical, reporting, and communication skills
