OPERATIONS SUPERINTENDENT

Subsidiary: Genser Energy Côte d’Ivoire SA (GECS)

Location: Côte d’Ivoire (West Africa)

Report Directly to: Plant Manager

Designation Level: Functional Head

We are hiring several Superintendents: Mechanical Engineering, Electrical Engineering and Controls & Instrumentation / Electronics Engineering Background. Understanding English is mandatory



OBJECTIVE:
The Operations Superintendent will be responsible for assisting the Plant Manager in overseeing all aspects of the plant's operations. The Operations Superintendent will lead a team of engineers and mechanics, maintain the facility, manage safety protocols, and ensure compliance with regulatory requirements in order to ensure the proper distribution of power to our customers while ensuring the highest standards of safety, environmental responsibility, and operational efficiency. 

 

KEY RESPONSIBILITIES: 

 

  • Operational Leadership: Provide strong leadership to the Operations Team and assist the Plant Manager to develop SOP to ensure that the plant operates efficiently and safely. 
  • Safety & Compliance: Establish and enforce safety protocols, operating procedures, and environmental regulations to maintain a safe and compliant facility. 
  • Process Optimization: Continuously identify opportunities for process improvement, energy efficiency, and cost reduction. 
  • Budget Management: Support the Plant Manager to develop and manage the plant's operational budget, including cost control and expenditure forecasting. 
  • Emergency Response: Develop and maintain emergency response plans and ensure all staff are trained for effective response to incidents. 
  • Reporting: Support the Plant Manager to prepare regular reports for senior management and the client, detailing plant performance, safety, and compliance metrics. 

 

ENGINEERING, PROCUREMENT & CONSTRUCTION (EPC) 

  • Assist the EPC Project Team during the Construction, Installation and Commissioning Phase: 
  • Review Authorized for Construction drawings (AFCs), P&IDs, and commissioning checklists. 
  • Review all Red Lines and As Built Drawings to confirm accuracy and compliance with original designs and modifications. 
  • Make recommendations to the HSE Team to develop strategies to improve health, safety, and environmental standards at all production systems. 
  • Ensure that warranty and punch list issues are effectively managed after commissioning of the plant. 
  • Ensure adherence with quality assurance and quality control (QAQC) standards. 

 

OPERATIONS & MAINTENANCE (OM) 

  • Prepare and attend weekly meetings with the customer. 
  • Assist the Plant Manager in the resolution of technical and operational issues: 
  • Assist the Plant Manager in the investigation of operational incidents and the development of corrective and preventive actions. 
  • Ensure all issues and incidents are reported, investigated, and documented. 
  • Work with the Reliability Team on Root Cause Failure Analysis for major incidents. 
  • Responsible for compliance with the following elements: 
  • Process Safety Information (PSI) - P&ID's, safe operating limits and consequences of deviation. 
  • Process Hazards Analysis. 
  • Management of Change (MOC). 
  • Mechanical Integrity (Definitions). 
  • Pre-startup Safety Reviews. 
  • Perform process troubleshooting. Identify, report, and develop solutions to plant production bottlenecks. 
  • Support and comply with all process safety management and risk management plan practices (EIS, PSM, MOC, etc.): 
  • Keep plant hazard analysis current and display thorough knowledge of possible hazards and associated safeguards. 
  • Maintain required regulatory documentation. 
  • Work to achieve our goal of "Zero Accidents". 
  • Partner with the Reliability Team to execute predictive and preventive maintenance to eliminate catastrophic failures and unplanned maintenance. 
  • Review the supporting documentation for permits to work and submit it to the Plant Manager for approval. 
  • Act as Plant Manager during his absence. 
  • Maintain required regulatory documentation updated.


PROCUREMENT & LOGISTICS 

  • Actively contribute to all Purchase and Service Order Agreements relating to the maintenance of the plant. 
  • Actively work with the Plant Manager to manage all Procurement & Logistic agreements for consumable and spare parts. 
  • Ensure materials are available for planned maintenance, overhauls, and mandatory inspections. 

 

FINANCE & COMPLIANCE 

  • Understand, monitor, and optimize operating costs within authorized budget. 
  • Assist in developing the plant budget needs


ORGANIZATIONAL DEVELOPMENT 

  • Supervise the Operations Team. 
  • Support the Plant Manager to develop and staff the Plant Team. 
  • Implement training and development program for staff in line with technical and business needs. 
  • Develop and implement necessary measures to ensure flexible work practices and Team building. 
  • Carry out performance appraisals and development plans with subordinate staff. 
  • Coordinate the rotational schedule (on and off duty) of subordinate staff. 

 

QUALIFICATIONS: 

  • BSc in Mechanical, Electrical, or Control & Instrumentation Engineering. 
  • Master in Engineering, Business, or Management, is a plus. 

 

KNOWLEDGE & EXPERIENCE: 

  • A minimum of 8+ years of experience in the oil & gas industry, specifically at power plants. 
  • A minimum of 6+ years of post-qualification experience and competence in power plant management and operations. 
  • Familiarity with regulatory requirements for operating plants, including Process Safety Management, OSHA regulations, EPA regulations, EEOC guidelines, and other federal and local requirements. 
  • Familiarity with Instrumentation and Industrial Automation, Supervision Systems (SCADA and HMI), PLC-PAC programming, and industrial networks.
