Technical leadership: Monitoring and evaluation :

  • Implement quality assurance mechanisms through the implementation of the Monitoring and Evaluation policy and protocols, as well as the effective use of DMEL tools and procedures.
  • Ensure the update of monitoring and evaluation tools and data in Horizon
  • Update the APs (Area of Program) Indicators Tracking Tables (ITT) and produce analytical reports showing evidence of results and impacts.
  • Perform the monitoring, supervision and evaluation of technical programmes
  • Conduct or supervise studies requested by the Cluster, including baseline studies, mid-term evaluation, final evaluations, operational research, etc.
  • Ensure that APs Programs / Projects submit monthly MMRs (Monthly Management Reports) that reflect key indicators of sponsorship performance.
  • Ensure regular monitoring of sponsored children and regular updating of sponsorship databases
  • Contribute at national level as well as cluster level, to developing, updating, and implementing the World Vision DRC national strategy through the production and provision of relevant data and relevant analysis

- Use of LEAP 3 M&E appropriate tools in all the APs projects/programs

- All AP M&E data as well as budget data are timely posted in Horizon

- All APs ITT timely updated and posted in Horizon

- Data Quality Assessment reports

Learning and Evidence Base Development,  Dissemination and Knowledge Management

  • Conduct researches, baselines, evaluations in the field through design of methodology, supervision of the team, writing and disseminating supervision
  • Perform pertinent data analysis to prove projects performances and impacts
  • Identify best/promising practices and success stories for documentation and dissemination
  • Develop publications and/or conference abstracts based on learnings and best practice

Research, baseline, evaluations reports disseminated

Reports containing pertinent quantitative as well as qualitative analysis

Quality Assurance

  • Monitor the quality of the implementation of the project models to ensure that they meet standards and are likely to produce results and impacts
  • Review the field staff monthly/quarterly/ annual technical programme activity reports and any grant-specific reports
  • Review the data provided by field staff and conduct Data Quality Assessment
  • Ensure program alignment with TA/TP and meets minimum standards
  • Review the APs data posted in horizon to ensure they are of good quality
  • Lead the designing, redesigning and elaborating logframes for Technical programmes
  • Ensure the establishment and management of a beneficiary feedback mechanism
  • Ensure that beneficiaries’ complaints are collected and processed and receive appropriate responses within a reasonable time.
  • Ensure that the complaints are documented and, compiled and statistics are drawn from them

All project models implemented in the APs according to standards

Activity and results reports contain pertinent information that enable decision making

Resource Mobilization and support to grants and Responses

  • Contribute to the development of project (grants and Responses) proposals in all the Country  by providing DME inputs
  • Provide M&E support to Grant projects and Response projects

  • Supervise the CWB (Child Wellbeing) Tracking Officers-

  • Reinforce staff capacity in reporting

KNOWLEDGE, SKILLS AND ABILITIES

List education, knowledge & skills, licenses preferred, and all experiences required to perform this position in a fully competent manner.

Minimum education, training and experience requirements to qualify for the position:

List academic requirements (if applicable), technical skills, or other knowledge required as a minimum qualification for this position.

  • University degree in one of the following disciplines: Planning, Development, Economics, Statistics, Demography or any other related field
  • Good knowledge in Statistics
  • Strong capacity to analyze quantitative and qualitative data
  • Good knowledge of data processing software (SPSS, STATA, Epi-Info, etc.)
  • Good ability to use technology tools (android, tablet, etc.) for data collection, storage and management

List additional work experience required as a minimum qualification for this position.

  • Minimum of Three years of experience in project Monitoring and Evaluation
  • Capacity to conduct quantitative and qualitative study
  • Capacity to produce clear and concise report showing program/project evidence of results and impacts
  • Capacity to supervise a team
  • Good understanding of World Vision and Sphere relief standards.
  • Strong interpersonal and negotiation skills.
  • Strong capacity building and facilitation skills.
  • Ability to work in and contribute to team building environment.
  • Excellent French communication skills (oral and written).
  • A working knowledge of English 
  • A working knowledge of the local language
