Job Summary:

We are seeking a highly experienced Monitoring and Evaluation (M&E) Expert to serve as Team Leader for a strategic program focused on impact assessment, learning, and performance improvement. The successful candidate will lead the design and implementation of robust M&E frameworks, manage evaluation teams, and ensure data-driven decision-making across all project components.

Key Responsibilities:

  • Lead the development and execution of the project’s Monitoring, Evaluation, and Learning (MEL) strategy
  • Design and oversee implementation of Theory of Change, Logical Frameworks, and Performance Monitoring Plans
  • Supervise data collection, analysis, and reporting processes to ensure accuracy and relevance
  • Provide technical guidance on evaluation methodologies (qualitative and quantitative)
  • Coordinate with stakeholders including donors, government agencies, and implementing partners
  • Ensure compliance with donor M&E standards (e.g., USAID, FCDO, Gates Foundation)
  • Facilitate learning workshops and adaptive management sessions
  • Mentor and build capacity of M&E staff and field teams
  • Prepare high-quality reports and presentations for internal and external audiences
  • Promote ethical standards in data collection and use

QUALIFICATIONS & EXPERIENCE:
1. Ph.D. or Master's degree in Agricultural Economics, Economics, or other related Social Sciences.
2. Minimum of 10 years of proven experience in designing and leading Monitoring & Evaluation (M&E) systems, policy frameworks, Theory of Change, evaluation design, and implementation in international agricultural development programs.
3. Demonstrated experience in leading strategic and large-scale evaluations for regional and continental agricultural development programs in Africa, preferably those implemented by international organizations.
4.  Proven experience in applying Monitoring, Evaluation, and Learning (MEL) frameworks from leading organizations, including the Gates Foundation, Rockefeller Foundation, BMZ/KfW, FCDO, and Mastercard Foundation.
5.  Experience in multi-country research work in Agriculture, Agribusiness, and related fields.
