Role Overview

The Head of Programmes will provide strategic leadership and oversight for the organizations programme portfolio , ensuring the effective design,  implementation, monitoring, evaluation and reporting of the organisation’s programmes and projects that aim to promote and protect human rights. This role ensures that all programmes are aligned with the organisation’s strategic goals and are implemented in a timely, effective, and efficient manner. The successful candidate will lead programme teams, strengthen partnerships, support resource mobilisation, and ensure compliance with donor and organisational requirements.

The Head of Programmes will act as the second-in-charge when the Director is officially absent.

Working Relationships

The Head of Programmes will report to the Director and will supervise the Programme Team.

Key Responsibilities

• Strategy design and Implementation: Lead the development of programme strategies aligned with the organisation’s strategic plan.
• Programme Design & Implementation: Lead the programmes team to develop and implement programme plans aligned with the organisation’s strategic goals. Conduct needs assessments, research, and analysis to identify priority areas for intervention.
• Programme Monitoring and Evaluation: Develop and implement monitoring and evaluation systems to track progress, analyse data, and make recommendations for improvements.
• Budget Management: Manage programme budgets, ensuring funds are allocated and spent appropriately and that financial reporting is accurate and timely.
• Partnership and Collaboration: Develop and maintaining partnerships with relevant stakeholders, including government agencies, civil society organizations, and other NGOs.
• Reporting: Prepare high level technical and management reports timely and accurately including progress reports, donor reports, and lead the preparation of the Standard Action Report (SAR) to the International Secretariat.
• Programme Team Management: Manage the programme team, including staff and volunteers, ensuring they are supported and motivated. Lead the development and implementation of capacity-building activities.
• Fundraising: Support the Director to identify and secure funding opportunities for the programmes, including grants, donations, and sponsorships.

Required Qualifications

• Education:
  • Master’s degree in a relevant field, such as International Development, Human Rights, Law, Political Science, or Sociology.
  • Certificate/Diploma in project management.
• Experience:
  • At least 10 years experience in programme management within the NGO or development sector.
  • A minimum of 5 years in a senior leadership or management role.
  • Proven experience in programme design, monitoring and evaluation, budget management, strategic planning and reporting.
  • Experience in proposal development and donor engagement.
  • Strong understanding of safeguarding, gender equity, inclusion, and accountability principles.

• Strong analytical, problem-solving, and organisational skills, with the ability to manage multiple priorities and deliver results under pressure.

• High levels of integrity, professionalism, confidentiality, and accountability.
• Adaptability, initiative, and a proactive approach to work in a dynamic environment.
• Commitment to diversity, inclusion, and a strong understanding of human rights and development principles.
• Good understanding of NGO operations, donor compliance requirements, and the regulatory environment.
• Proficiency in Microsoft Office and other relevant digital productivity tools.
• Fluency in English; proficiency in relevant local languages is an added advantage.
