The FILMA Program

As consortium lead, Temple leads the implementation of the Financial Inclusion for Last Mile Actors ("FILMA"). FILMA seeks to overcome both demand-side and supply-side barriers related to the availability, accessibility, usage, and affordability of inclusive financial services including credit, insurance, pensions, savings, investments, and payments faced by Last Mile Actors (LMAs). FILMA aims to facilitate the financial inclusion of LMAs by empowering them to access dignified and fulfilling work, generate income, access and use financial services, and in turn, enhance their resilience when exposed to shocks and stresses. FILMA is being implemented in partnership with the Catholic Relief Services (CRS), AV Ventures, and SEND-Ghana from 2024 to 2028.

Role Overview

We are seeking a dynamic and results-oriented Access to Finance Associate to support the expansion and execution of inclusive finance strategies that improve access to capital for underserved rural populations, particularly young women and marginalized groups in agriculture. The role involves strengthening partnerships with financial institutions, agribusinesses, and development actors to deploy flexible capital, design inclusive financial products, and promote scalable financing models. The Associate will also support business development efforts to unlock private capital and leverage synergies with other donor-funded programs. Candidates with experience in blended finance, hands-on work with Village Savings and Loan Associations (VSLAs), and initiatives targeting Last Mile Actors (LMAs) are highly encouraged to apply.

Key Responsibilities

· Support the deployment and monitoring of a catalytic financing facility, ensuring timely and efficient access to working capital and input credit for LMAs.
· Serve as a key liaison between the program and partner financial institutions, input dealers, and agribusiness stakeholders.
· Lead and support business development and co-investment efforts to unlock private sector capital and align with blended finance structures.
· Participate in partner due diligence, onboarding, and technical assistance delivery.
· Track and report on performance against inclusion, gender, and job creation targets; flag risks and gaps.
· Support the rollout of inclusive insurance, micro-pension, and financial literacy initiatives.
· Collaborate with Monitoring, Evaluation & Learning (MEL) and Communications teams to capture impact stories, outcomes, and learning.
· Organize learning sessions, workshops, and joint field activities with ecosystem actors.
· Develop and maintain tools and dashboards to support fund tracking and adaptive management.

Qualifications

· Bachelor’s or Master’s degree in Finance, Economics, Agribusiness, or a related field.
· 3–5 years of relevant experience in microfinance, agricultural finance, blended finance, or development finance programs.
· Certified Financial Analyst or partly qualified is an added advantage.
· Demonstrated experience working with VSLAs, informal financial systems, or initiatives involving Last Mile Actors.
· Experience with stakeholder engagement, business development, and co-financing arrangements.
· Strong understanding of rural lending practices and inclusive financial services.
· Proficiency in Microsoft Excel, PowerPoint, and basic data analytics or visualization tools.
· Excellent communication and interpersonal skills.
· Willingness to travel regularly to field locations in rural Ghana.

· Experience engaging with donor-funded initiatives.
· Familiarity with Ghana’s agriculture value chains and rural enterprise landscape.
· Strong organizational skills and ability to manage multiple priorities.
· Fluency in English and at least one Ghanaian language is an added advantage.
