Role Summary

The HR Outsourcing Supervisor will be responsible for the day-to-day management of outsourced staff deployed at a designated client site. The role ensures effective workforce coordination, attendance management, employee relations, compliance, and service delivery in line with client expectations and company standards. The supervisor acts as the primary HR liaison between outsourced staff, the client, and internal HR operations.

Key Responsibilities

A. Client Site Workforce Management

  • Serve as the primary HR representative at the client site for all outsourced staff matters.
  • Coordinate deployment, attendance, attendance tracking, and workforce scheduling.
  • Ensure the client is adequately staffed in line with agreed headcount requirements.
  • Manage daily workforce adjustments including replacements, transfers, and absenteeism coverage.

B. Employee Relations & Welfare

  • Monitor employee conduct, attendance, punctuality, and performance at the client site.
  • Handle first-level disciplinary issues, grievances, and welfare concerns.
  • Escalate complex employee relations matters to Head of HR Operations for resolution.
  • Conduct regular check-ins with outsourced staff to ensure engagement and compliance.

C. Client Relationship Management

  • Liaise with client supervisors and managers on workforce performance and staffing needs.
  • Attend client meetings to provide updates on staffing levels and operational challenges.
  • Ensure service expectations and workforce KPIs are consistently met.
  • Respond promptly to client feedback and implement corrective actions where necessary.

D. Onboarding & Deployment Support

  • Coordinate onboarding and induction of new outsourced staff at the client site.
  • Ensure all required documentation is completed and properly filed before deployment.
  • Support orientation on site rules, safety requirements, and job expectations.
  • Facilitate smooth integration of new employees into client operations.

E. Payroll Inputs & Compliance Coordination

  • Verify and submit accurate attendance records and timesheets for payroll processing.
  • Report staff movements (new hires, exits, absences, replacements) to HR Operations.
  • Ensure compliance with company policies, labour regulations, and client site rules.
  • Support statutory compliance reporting.

F. Reporting & Administration

  • Maintain accurate records of all outsourced employees deployed at the client site.
  • Prepare daily and monthly reports on attendance, staffing levels, and key incidents.
  • Track and report operational issues affecting workforce performance or service delivery.
  • Recommend improvements to workforce management processes at the site level.

Qualifications and Experience

  • Bachelor’s degree or HND in Human Resource Management, Business Administration, or related field.
  • 2–4 years’ experience in HR operations, outsourcing, staffing, or employee relations.
  • Experience in managing blue-collar or high-volume workforce environments is an advantage.

Skills and Competencies

  • Strong people management and conflict resolution skills.
  • Excellent coordination and organisational ability.
  • Good understanding of basic HR practices and labour compliance in Ghana.
  • Strong communication and stakeholder management skills.
  • Proficiency in Excel/Google Sheets and HR tracking tools.
  • High integrity, accountability, and ability to work in a client-facing environment.
