THE ROLE

The Quantity Surveyor will be responsible for providing professional cost management and commercial support across LB Group’s real estate development and construction projects.

The successful candidate will support the organisation throughout the project lifecycle—from initial feasibility and cost planning through procurement, construction, valuation and final account settlement. The role will ensure that projects are delivered with effective control over cost, value, procurement, variations and financial risks.

The ideal candidate should be able to work closely with project managers, architects, engineers, contractors, suppliers and other stakeholders to ensure that project expenditure remains aligned with approved budgets and commercial objectives.

KEY RESPONSIBILITIES

1. Cost Planning & Estimation

• Prepare preliminary cost estimates for proposed construction and real estate development projects.
• Develop detailed project cost plans and budgets.
• Prepare and review Bills of Quantities (BoQs).
• Undertake accurate measurement and quantification of construction works.
• Provide cost advice during the design and pre-construction stages.
• Conduct cost comparisons and value assessments for alternative construction solutions.
• Monitor project costs against approved budgets throughout the project lifecycle.
• Identify potential cost overruns and recommend appropriate corrective actions.

2. Procurement & Tender Management

• Assist in developing procurement strategies for construction projects.
• Prepare tender documentation, schedules and pricing information.
• Coordinate the issuance of tender documents to contractors and suppliers.
• Review and analyse contractor and supplier quotations.
• Prepare tender evaluation reports and commercial recommendations.
• Support negotiations with contractors, subcontractors and suppliers.
• Assist in the appointment and management of contractors and suppliers.
• Ensure procurement activities provide value for money while maintaining required quality standards.

3. Contract Administration

• Support the administration of construction contracts.
• Review contractual terms, payment provisions and commercial obligations.
• Monitor contractor compliance with agreed contractual requirements.
• Maintain accurate records of contracts, valuations, variations and payment certificates.
• Assist in managing contractual claims and commercial disputes.
• Identify potential contractual and financial risks and escalate them appropriately.
• Support the Project Manager in interpreting commercial and contractual matters.

4. Valuation & Payment Certification

• Prepare and review interim valuations for completed works.
• Assess contractors’ payment applications against actual work completed.
• Verify measurements and quantities before recommending payments.
• Prepare payment certificates and supporting documentation where required.
• Monitor payments against approved project budgets.
• Maintain accurate records of project expenditure and outstanding commitments.

5. Variation & Change Management

• Identify, measure and evaluate variations to project scope.
• Review contractor variation claims and supporting documentation.
• Prepare cost estimates for proposed changes.
• Assess the financial impact of design and construction changes.
• Maintain a comprehensive variation register.
• Ensure variations are properly authorised before implementation.
• Advise management on the cost implications of project changes.

6. Cost Control & Financial Monitoring

• Monitor project expenditure against approved budgets.
• Prepare regular cost reports for management and project teams.
• Track committed, actual and forecast project costs.
• Identify cost risks and potential budget overruns.
• Recommend cost-saving and value-engineering opportunities.
• Support effective financial forecasting for ongoing projects.
• Ensure project financial information is accurate, timely and properly documented.

7. Site Measurement & Project Monitoring

• Conduct regular site visits to assess and verify completed works.
• Measure construction activities and quantities executed on site.
• Work with site supervisors and project teams to verify progress.
• Compare actual project progress with planned work programmes.
• Identify discrepancies between approved drawings, BoQs and work executed.
• Provide commercial input into project progress meetings.

8. Final Accounts & Project Close-Out

Job Listings

• Prepare and agree final accounts with contractors.
• Review final quantities and variations.
• Reconcile project costs against approved budgets.
• Ensure all commercial documentation is properly completed and filed.
• Assist with resolving outstanding commercial issues before project completion.
• Prepare final cost reports and lessons learned for future projects.

QUALIFICATIONS & EXPERIENCE

The ideal candidate should have:

• A Bachelor’s degree in Quantity Surveying, Construction Economics, Building Economics or a related field.
• Professional qualification or membership of a recognised Quantity Surveying or construction-related professional body will be an advantage.
• At least 3 years of relevant experience in quantity surveying, cost management or commercial management.
• Proven experience working on construction, real estate development or property development projects.
• Practical experience preparing and reviewing Bills of Quantities.
• Strong knowledge of construction measurement, costing and contract administration.
• Experience in tender preparation, evaluation and contractor negotiations.
• Experience in project valuation, payment certification and variation management.
• Good understanding of construction contracts and procurement processes.
• Experience using quantity surveying, estimating or construction-related software will be an advantage.
• Strong proficiency in Microsoft Excel and other Microsoft Office applications.
